Dallas police will not file criminal charges against the man whose actions led to reports of a shooting at NorthPark Center on Memorial Day, the Dallas Morning News reported.

Shoppers fled the mall as the unidentified man banged a skateboard on the ground, creating noises that sounded like gunshots. He also made hand gestures mimicking the firing of a gun, officers said.

Police responded at 1:30 p.m. Monday to reports of a shooting. When they found the man, he did not have a gun.

Dallas police chief Eddie Garcia described the man as “mentally disturbed,” and he was taken to a hospital for evaluation.

No injuries were reported.
