District 11:

Four people are running to replace District 11 Council Member Jaynie Schultz, who was elected in 2021 and again in 2023 but decided not to run for a third term.

  • Bill Roth is a licensed attorney and president of the William Roth Company, a commercial real estate agency. He has lived in North Dallas for over 40 years. According to his campaign, Roth’s platform includes preserving single-family neighborhoods, lowering property taxes and supporting community-based policing. More information about Roth’s campaign can be found here.
  • Mona Andy Elshenawy has worked as both an employee and consultant in the government and public health spaces in North Texas. She was born and raised in Dallas. According to her campaign, Elshenawy’s platform has three main focuses: public safety, mixed-use development and transportation infrastructure. Specifically, she says she will focus on increasing road capacity and road repair budgets, implementing the HERO Amendments and moving forward with the development of the International District. More information about Elshenawy’s campaign can be found here.
  • Jeff Kitner is a licensed attorney and currently serves as the North Dallas Chamber of Commerce’s chief operating officer. He is the former District 11 Representative to the Park and Recreation Board. He has lived in District 11 for 12 years. According to his campaign, Kitner’s platform includes public safety, which would entail increasing the number of police officers on the force; reducing panhandling and homelessness; building strong neighborhoods; investing in quality infrastructure, including the $2 billion needed for street and alley repairs and $2 billion needed for sidewalk repairs; fiscal responsibility and good governance, with an emphasis on public safety, parks and libraries; and quality of life, which would mean advocating for high-quality public spaces. More information about his campaign can be found here.
  • Kendal Richardson is a cashier who has lived in District 11 for 5 years. He previously ran in the 2023 mayoral election as a write-in candidate. Information on his intended platform was not readily available at time of publication.

District 13:

Incumbent District 13 Council Member Gay Donnell Willis is seeking her third term, but she is not running unopposed.

  • Gay Donnell Willis has represented District 13 on city council for two terms, during which she was involved in approving funds for the Preston Royal Library renovation, stormwater projects, new park land along Northaven Trail and more. Her campaign’s new goals, however, include hiring more police officers, timely implementation of approved bond projects and temporary housing for unsheltered residents. More information about her platform can be found here.
  • Diane Benjamin is a licensed realtor. She has lived in District 11 for 52 years. Information on Benjamin’s intended platform was not readily available at time of publication.
